Visually yes, but technically many emojis are made of multiple Unicode code units, and platforms count them differently — some count an emoji as 2 or more characters. This tool counts user-perceived characters, which matches most modern platforms.

Yes — each line break counts as one character, which is how most platforms with character limits treat them.
What are common character limits?
